Dunno, Mark, but it looks likely- Moose speaks shortly. FOX sez the Tacoma Tree Stump Target has "matching" bullets in it....and according to local info, the "sniper rifle" (type undetermined) was in the Caprice in plain sight.

I've already heard speculation in the TV news that the statement Moose quoted about the "duck in a noose" may have been a call to "other cells to take action".....
