You can thank Clinton for that. The rule change in 1996 made a lot of Vietnam vets inelegeble for assistance unless they passed the " Means Test" (how much money did you make last year?) Also Veterans before 1980 have a hard time getting aboard. At least as I read the law. I have a cousin who was a two tour Ranger and LRRP type and he can't get free care because he was a truck driver last year. (Rich bastard made too much money (A barely survivable wage)) When this election is over I am going on a campaign to get the Clinton laws overhauled so the Vet is not punished if he was in Vietnam AND held a successful job. The only saving grace for a nam vet is if he has a "Service connected".
