Whoa-I'm in agreement with you guys. I know how the system works then and now. If in fact the award was processed and the soldier did not receive it then it could very easily get upgraded.
The cases we see where some old guy never got an award he thought he should have received but never did. Well these awards were very well processed but never actually awarded. Very seldom does the military accept a nomination after the 2 year time line.Reason is people forget and if they were that heroic then they would have been submitted at the time of the action. Again I am with you not against you. Think how easy it was to change a few names and SSN's. I wonder just how many of our awards are on the chests of the desk jockeys.
