One way to stop the lawsuits that won't win, Clog up the system and are used mainly for legal extortion, is to require the person bring the suit to pay for the defense BEFORE the trial is settled. That way, no one would mind a nuisance suit since the extorter will pay the costs and no one will risk a suit unless he's sure he has a good case. If a lawyer feels the case is strong enough to fund the suit with his own funds then let him have a ball.
