Thanks for the response. I had not heard that quote before. A google search revealed that the quote, "vote themselves money" had been attributed to almost everyone including Ben Franklin, Alexander Tyler, and Alexis de Tocqueville. (Franklin or Tyler seem to be in the lead for saying it first.

Your explanation makes perfect sense. Follow the money trail.
