Looks like a capt of the park police gave bad info to the American legion commander. That looks like damage to me and it does not look accidental. especially the scratches. Some as*hole heeds to be identified on the security camera and his picture released. An oil bath of tar covered with feathers might be appropriate for the vandal. good work lumpy.
