Looks like they are trying NOT to get the program going. They have too many restrictions and too many bad complications (almost punishments) for those who atrite. Then it looks as though there will only be about 60 maimum which would mean that there would only be three or four on any aircraft carrier at any time. Not really enough to do any good, they would just be whipping boys and gofers for the RLO's in this case.
