No joke. When flying pipeline inspections, we have to file TWO concurrent flight plans: one VFR (you have to actually look at the 'line), and one IFR - 'cause they make you sqawk a transponder. Which is ridiculous because for most of the time, you are way too low for them to even see the transponder!
